There will be some changes to the Heavy Vehicle National Laws (HVNL) that will come into effect on 1 July 2017 as advised in the last few days by NHVR.
The significant changes to HVNL pertain to the display of your NHVAS Mass or Maintenance accreditation stickers. Accredited Mass and Maintenance Management operators must ensure their vehicle and trailer labels are attached and displayed as required by the HVNL to avoid a fine.
Failing to display and maintain National Heavy Vehicle Accreditation Scheme (NHVAS) labels on heavy vehicles under the Maintenance and Mass Management Accreditation schemes will impose penalties for both the operators and drivers.
The issuing of NHVAS labels by the NHVR Accreditation team is managed through the following process:
- Initially the operator will receive an email with an approval letter once a vehicle has been nominated for either Mass and/or Maintenance Management. This letter is to be used until your vehicle label arrives.
- Drivers can present their approval letter in place of the sticker for up to 21 days after receiving the approval letter.
- When received, the NHVAS label must be placed so that it can be read from the outside of the vehicle and must not be obscured, defaced or illegible. If the sticker is not placed appropriately, penalties will apply for both the operator and driver. For hauling units, the suggested position is adjacent to the driver’s side door (at eye level).
Also be advised that, NHVR have recently released a NEW formatted NHVAS vehicle label and this new label is smaller in dimensions. Therefore, this allows the positioning of the label on the vehicle to be less painful. As the label is smaller, there are less placement restrictions as there were previously with the larger old vehicle labels.
